Earlier Report Observations

The market for sunflower, safflower, and cottonseed oils in Uzbekistan expanded from 365 thousand tons in 2018 to 452 thousand tons in 2019. This initial growth was driven by the late-2018 exemption of cottonseed oil from excise tax, which stimulated domestic production and sales, and the removal of export restrictions on vegetable oils effective January 2019, which broadened opportunities for local manufacturers.

Market volume stabilized around 451 thousand tons in 2020. A significant production increase to 308 thousand tons in 2021 pushed the total market size to 495 thousand tons, even as imports declined. The market then contracted to 362 thousand tons in 2022, coinciding with a drop in production to 208 thousand tons and the introduction of mandatory exchange trading for cottonseed oil from December 2022, which may have temporarily affected trading activity.

A sharp rebound followed in 2023, with the market reaching 536 thousand tons. This surge was primarily fueled by imports, which jumped to 315 thousand tons, supported by the extension of zero import duties on vegetable oils and Uzbekistan's emergence as a major importer of sunflower oil from Kazakhstan. In 2024, imports remained high at 302 thousand tons, while exports rose to 43 thousand tons following the easing of government restrictions on exporting vegetable oil.
