Earlier Report Observations

The Cuban sugar cane market saw a temporary production increase to 17 million tons in 2019, up from 12.6 million tons in 2018. This rise occurred within a challenging environment characterized by a shrinking planted area, obsolete machinery, and chronic underinvestment, all managed by the state-owned AZCUBA group.

A persistent decline followed from 2020, with output falling to 5.1 million tons by 2023. Cyclone alarms disrupted harvests, while broader economic constraints like fuel and fertilizer shortages weighed on production. In response, authorities repeatedly adjusted the maximum state acquisition price for cane, raising it to 700 pesos per ton in 2022 and then to 2,087 pesos per ton for the 2023-2024 harvest to stimulate growers.

Despite these price incentives and a comprehensive package of 93 government measures to rescue the sector, production continued to fall due to deep structural issues: technological obsolescence, a loss of skilled labor, and international economic restrictions. By 2024, efforts included pursuing foreign investment to modernize sugar mills and promoting circular economy models, yet the industry's output remained at historically low levels.
