Sugar cane production in Morocco showed considerable volatility between 2018 and 2023. The period began with output at 616 thousand tons in 2018, supported by a protected national model featuring guaranteed purchase prices for farmers and border protections for the agricultural sector. Strategic development under the Plan Maroc Vert aimed to boost cultivation in the Gharb region, while the state-owned aggregator Cosumar provided investment and stability. After a decline to 519 thousand tons in 2019, production surged to a peak of 792.5 thousand tons in 2020.

From 2021 onward, volumes trended downward. The drop to 613.3 thousand tons in 2021 coincided with the adoption of a law legalizing cannabis for medical and industrial uses, which may have diverted some agricultural resources, and was accompanied by reports of difficult climatic conditions impacting crops. Output fell further to 571.9 thousand tons in 2022, a year in which Cosumar reported a 17% decline in sugar production due to adverse weather. The gradual prohibition of specific herbicides also introduced challenges for weed control in cane fields. By 2023, production had decreased to 385.3 thousand tons.

In 2019, Morocco's sugar cane production hit its lowest point at 519.0 thousand tonnes. However, in 2020, output surged to 792.5 thousand tonnes, marking a significant 52.7% year-over-year increase. Looking at the broader period from 2017 to 2020, production grew by 43.3%, which translates to an average annual growth rate of 12.7%. The most notable decline occurred in 2019, when production fell by 15.8%.
