Additionally, increased competition from cross-border and online trade, along with government measures to improve retail sector competition, altered distribution channels.

In the later years, import levels remained around 100 thousand tons, reflecting a stabilized but reduced demand base. The lowest production level was recorded in 2019 at 690.0 tonnes, which also saw the largest drop of 10.9%. In contrast, 2020 experienced the biggest increase of 5.9%.

Norway's exports of sucrose in solid form declined for the second consecutive year. In 2021, exports totaled 0.1 thousand tonnes, marking an 18.4% decrease compared to 2020. From 2018 to 2021, exports fell by 27%, equivalent to an average annual decline of 9.9%. The highest export volume was recorded in 2019 at 0.1 thousand tonnes, which also saw the largest increase of 14.6%. The biggest drop occurred in 2020 with a 22.0% decrease.

Between 2018 and 2021, Denmark was the primary buyer of sucrose in solid form from Norway, accounting for 72.7% of total exports by volume. Other trading partners held relatively modest shares during this period.
