From 2018 to 2020, the African sucrose market saw significant shifts. The introduction of a tax on sweetened beverages in 2018 tempered demand, while increased import duties to 680 dollars per ton aimed to protect local production. Nevertheless, production fell by 8% in 2019 due to persistent cheap imports and rising input costs. Market volume then recovered by 16% in 2020, reaching 17.9 million tons, even as import competitiveness issues continued.

Growth extended into 2021, with the market peaking at 18.5 million tons, but a downward trend followed. By 2023, market size had contracted to 17.2 million tons. This decline coincided with import duties remaining at 680 dollars per ton despite escalating local production costs, undermining the competitiveness of domestic sugar producers.

In 2024, the industry confronted intensified pressures. Sugar imports rose sharply, and agricultural input costs jumped—fuels by 12%, fertilizers by 34%, irrigation by 45%—squeezing local margins. The government's Sugar Value Chain Master Plan, announced to bolster local processing and diversify products, seeks to address these structural challenges.

After two consecutive years of decline, Africa's production of sucrose in solid form rebounded. In 2019, output reached its lowest point at 11 774 K t, marking an 8.0% decrease. The following year, production rose by 15.8% to 13 636 K t in 2020.

Following a two-year downturn, Africa's sucrose in solid form production saw a significant recovery. In 2019, production value hit its minimum at 5 640 M $ US, reflecting a sharp 24.3% drop. By 2020, it surged by 42.0% to 8 011 M $ US. Over the 2017-2020 period, overall production decreased by 13%, averaging an annual decline of 4.5%.

Exports sucrose in solid form from Africa

Exports in kind, K t

After two years of growth, Africa's exports of sucrose in solid form contracted. In 2019, exports peaked at 2 160 K t, showing a 14.7% increase. The following year, they fell by 17.3% to 1 786 K t in 2020. From 2017 to 2020, exports decreased by 3%, with a compound annual growth rate of -1.0%.

During the 2017-2020 period, Turkey, Syria, and Jordan were notable but not dominant buyers of sucrose in solid form from Africa. Turkey accounted for 8.4% of exports in kind, Syria for 4.7%, and Jordan for 4.3%. Together, their combined share reached 17.4% of total exports in kind.

Following a two-year decline, Africa's exports of sucrose in solid form in value terms showed a modest uptick. In 2019, exports reached their lowest point at 1 035 M $ US, after a 10.7% decrease in 2018. In 2020, they increased by 1.4% to 1 049 M $ US. Over the 2017-2020 period, exports decreased by 14.6%, with a compound annual growth rate of -5.1%.

The country composition of Africa's sucrose in solid form exports in value terms was dispersed from 2017 to 2020. Turkey accounted for 7.8% of exports, Syria for 4.7%, and Jordan for 4.7%. Their combined share was 17.2%, while the remaining 82.8% was distributed among a wide range of other destinations.

Imports sucrose in solid form to Africa

Africa's imports of sucrose in solid form in kind continued to grow. In 2018, imports increased by 17.0%, followed by a 2.6% decline in 2019. In 2020, they rose by 3.8% to 6 028 K t. Over the 2017-2020 period, imports increased by 18.3%, averaging an annual growth rate of 5.8%.

From 2017 to 2020, three principal markets dominated Africa's imports of sucrose in solid form in kind: Brazil, India, and the United Arab Emirates. Together, they accounted for 58.3% of total imports.

Africa's imports of sucrose in solid form in value terms showed mixed trends. In 2018, imports peaked at 3 018 M $ US, marking a 14.7% increase. The following year, they fell by 23.5% to a low of 2 308 M $ US in 2019. In 2020, imports rebounded by 7.2% to 2 473 M $ US. Over the 2017-2020 period, imports decreased by 6%, with an average annual decline of 2.0%.

Between 2017 and 2020, Brazil, India, and the United Arab Emirates were the leading suppliers of sucrose in solid form to Africa in value terms. Brazil accounted for 26.8% of imports, India for 21.1%, and the United Arab Emirates for 7.9%. Their combined share reached 55.7% of total imports.
