From 2018 to 2020, the African sucrose market saw significant shifts. The introduction of a tax on sweetened beverages in 2018 tempered demand, while increased import duties to 680 dollars per ton aimed to protect local production. Nevertheless, production fell by 8% in 2019 due to persistent cheap imports and rising input costs. Market volume then recovered by 16% in 2020, reaching 17.9 million tons, even as import competitiveness issues continued.

Growth extended into 2021, with the market peaking at 18.5 million tons, but a downward trend followed. By 2023, market size had contracted to 17.2 million tons. This decline coincided with import duties remaining at 680 dollars per ton despite escalating local production costs, undermining the competitiveness of domestic sugar producers.

In 2024, the industry confronted intensified pressures. Sugar imports rose sharply, and agricultural input costs jumped—fuels by 12%, fertilizers by 34%, irrigation by 45%—squeezing local margins. The government's Sugar Value Chain Master Plan, announced to bolster local processing and diversify products, seeks to address these structural challenges.

During the 2017-2020 period, Turkey, Syria, and Jordan were notable but not dominant buyers of sucrose in solid form from Africa. Turkey accounted for 8.4% of exports in kind, Syria for 4.7%, and Jordan for 4.3%. Together, their combined share reached 17.4% of total exports in kind.

In 2019, exports reached their lowest point at 1 035 M $ US, after a 10.7% decrease in 2018. In 2020, they increased by 1.4% to 1 049 M $ US.
