This period saw industry appeals to antitrust authorities concerning shortages and steep price increases for soybean meal in the animal feed market, indicating tangible supply constraints. Simultaneously, the active development of full-fat soybean production as an alternative product began to diversify the market's offerings.

A robust expansion followed from 2022 to 2023, with the market reaching 8.7 million tons. This growth was primarily driven by the launch of new soybean processing capacities in Russia's Far East, which boosted domestic production. In parallel, Ukraine's implementation of a 10% export duty on soybeans and rapeseed stimulated local processing activity and increased exports of soybean oil and meal, strengthening the region's role in global trade.
