From 2018 to 2020, the soybean oil market in Tunisia gradually contracted, with volume decreasing from 230.6 thousand tons to 219.0 thousand tons. This trend accelerated sharply in 2021 when the market collapsed to 158.5 thousand tons. The plunge was driven by a chronic shortage of state-subsidized vegetable oil stocks and a surge in global soybean prices, which reached up to $1,400 per ton, severely restricting imports and local distribution.

In response, the government raised subsidies for vegetable oils by 71.4% in 2022, allocating 290 million dinars to support imports amid global market volatility exacerbated by the Ukraine conflict. This measure temporarily revived the market, pushing volume to 198.0 thousand tons. However, Tunisia's heavy reliance on imported seed oils—covering 95% of needs—combined with a weakening dinar, made sustained imports increasingly costly. By 2023, import volumes crashed, pulling the market down to 133.1 thousand tons, highlighting the structural dependency on subsidized soybean, sunflower, and palm oil imports that persisted into 2024.
