From 2018 to 2021, Tunisia's production of beef, sheep, and goat fat increased from 7 004 t to 7 876 t. This growth occurred despite a drought in 2018 that reduced fodder availability and constrained herd sizes. Government intervention, including the introduction of maximum retail prices for imported beef and mutton in 2019 alongside promotions for local meat, supported domestic output during this period.
After peaking in 2021, production declined to 7 842 t in 2022 and fell further to 7 548 t in 2023. This downturn coincided with a sharp increase in animal feed costs driven by global raw material inflation, compounded by climate change effects that further limited forage availability. These factors raised livestock production costs and squeezed profitability, leading to reduced output.
Throughout the period, strong consumer preference for sheep meat, especially during religious festivals, sustained demand. The state-owned company Ellouhoum and the Ministry of Trade maintained price ceilings on both imported and local meats to stabilize the market and shield household purchasing power from volatility.
