The market for sheep and goat meat in Angola began the period with robust domestic production in 2018, supported by the inauguration of Carnes Valinho's first meat processing unit, which strengthened national supply. However, market volume contracted by 2020 as widespread informal sales in unsanitary conditions eroded consumer confidence. A recovery followed in 2021 when heightened inspections and seizures of unfit frozen meat improved food safety, restoring demand and boosting production.

Production stabilized around 43,000 tons in the subsequent years. Output from central provinces was redirected to major urban centers, and sector data reflected broader investments in livestock.
