From 2018 to 2020, the Philippine sheep and goat meat market volume contracted from 68 645 t to 63 762 t. Early in the period, domestic production was buoyed by its competitiveness for import substitution, yet constrained by low productivity attributed to high slaughter rates and limited farmer knowledge of improved practices. The market declined sharply in 2020.

The market showed an uneven recovery thereafter. A rise to 64 869 t in 2021 coincided with increased entry of frozen and chilled meat, both imported and local, which prompted new handling regulations to ensure product safety and quality. However, the market volume dipped again to 62 863 t in 2022. During this time, goat production was considered an emerging 'sunrise industry' with potential due to the country's disease-free status, while demand for goat meat consistently outpaced supply. By 2023, the market had grown to 65 359 t.

For 2024, factors point to a 7.36% increase in goat production volume, even as the animal inventory slightly decreased, reflecting ongoing fluctuations within the sector.
