In 2018, Angola's poultry market was heavily import-dependent, with domestic production constrained by high costs that undermined its competitiveness. Over the next two years, the total market volume contracted sharply from 529 thousand tons to 283 thousand tons by 2020. This decline was primarily driven by a persistent shortage of grains for animal feed, which limited local output, while import volumes also fell significantly.

A recovery began from 2021, supported by government policies aimed at import substitution. Authorities issued warnings to frozen meat importers and reinforced bans on specific poultry parts to stimulate domestic production. These measures, along with the introduction of improved Brazilian genetics through a technical partnership with West Aves, helped lift local output from 73 thousand tons in 2021 to 97 thousand tons in 2022, contributing to overall market growth which reached 412 thousand tons that year.

Domestic production continued to advance in 2023, rising 8.1% to 107 thousand tons. However, the total market size decreased to 347 thousand tons as imports declined further. The government's definitive ban on licenses for importing poultry parts from March 2024, under the national PLANAPECUÁRIA strategy, reinforced the focus on self-sufficiency, though challenges such as high production costs and feed supply limitations persisted.
