From 2018 to 2019, the CIS market for raw sheep and lamb skins remained relatively stable, with volume easing slightly from 87.6 thousand tonnes to 85.4 thousand tonnes. This was influenced by a persistent shortage of raw materials for tanneries and the high profitability of exporting raw skins, which limited domestic availability. However, steady imports from Kazakhstan and Belarus helped stabilize overall supplies.

The market expanded sharply in 2020 and 2021, reaching a peak of 109.4 thousand tonnes in 2021. This growth was primarily driven by government support measures for meat processing plants and tanneries, which increased the supply of skins to the domestic market. Stable imports from neighboring countries further supported the market during this period.

In 2022, market volume contracted to 84.0 thousand tonnes following the introduction of Western sanctions, which disrupted export flows to the EU and affected production and import dynamics. State procurement orders for raw skins and requirements for meat processors to supply skins to domestic tanneries aimed to support the internal market. By 2023, the market recovered to 87.9 thousand tonnes, supported by rising consumption of leather goods that stimulated demand for raw skins.

CIS exports of raw sheep and lamb skins declined for the second consecutive year. In 2020, exports totaled 517 t, down 50.1% from the previous year. Over the 2017-2020 period, exports fell by 54%, with an average annual decline of 22.8%. The highest export volume was recorded in 2018 at 1 277 t, which also saw the largest increase of 13.6%.
