Earlier Report Observations

Senegal's raw sugar production is controlled by the state-owned Compagnie Sucrière Sénégalaise (CSS), which holds a de facto monopoly and is the country's largest private employer. Output remained stable at 160 000 tonnes in both 2018 and 2019, reflecting CSS's earlier modernization efforts and full utilization of its available land. However, the company already faced a risk of stagnation due to a lack of new land concessions, limiting its ability to expand cultivation beyond approximately 9 600 hectares.

From 2020, production began a downward trend, falling to 150 000 tonnes that year and to 145 000 tonnes in 2021. This decline occurred despite a protective trade policy that imposed high cumulative import duties and taxes of 44.48% plus an 18% VAT on sugar, aimed at shielding local producers. The central constraint remained CSS's inability to secure new agricultural land, which capped its output and made production insufficient to meet domestic demand. The market structure saw no entry of new players, preserving CSS's monopoly.

Production experienced a minor recovery to 147 200 tonnes in 2022 before decreasing again to 141 000 tonnes in 2023. Throughout the period, the fundamental limitation of land availability persisted, preventing any sustained increase in volume. With no significant regulatory changes or new major facilities, the market's trajectory was defined by the state monopoly's operational constraints rather than shifts in consumer preference or policy.
