Earlier Report Observations
The Sudanese raw sugar market opened the period with initiatives to establish small sugarcane and beet plantations, along with small factories for brown sugar production in 2018. Feasibility studies for larger export-oriented farms were also underway. Sugar production remained dominated by state-owned companies operating under irrigation in the Halfa and Rahad regions. Despite these developments, market volume decreased from 589.7 thousand tons in 2018 to 533.1 thousand tons in 2020.
A sharp contraction occurred in 2021, with market size falling to 430.2 thousand tons. This coincided with the first recorded sugar exports of 19.2 thousand tons that year. A partial recovery followed in 2022, lifting the market to 483.6 thousand tons, supported by a significant increase in imports to 33.6 thousand tons. Throughout this period, the industry maintained a focus on manufacturing by-products from sugar refining.
By 2023, the market volume showed signs of stabilization at 457.7 thousand tons. Looking ahead to 2024, broader national food security concerns were noted, with millions facing acute food insecurity, a factor that could indirectly influence sugar consumption patterns even in the absence of direct market-specific regulatory changes.
