Earlier Report Observations

The sucrose market in Senegal expanded significantly from 231 thousand tons in 2018 to 424 thousand tons in 2023, driven primarily by rising imports. During this period, the state-owned Compagnie Sucrière Sénégalaise (CSS) maintained its dominant position, operating a large agro-industrial complex and implementing the KT 150 self-sufficiency program to enhance productivity.

Imports surged to 180 thousand tons in 2020, boosting market volume. CSS announced a record sugar output of 144 thousand tons in 2021, aiming for full national self-sufficiency under the KT 200 project. The government then revealed plans to build two new sugar plants in Casamance to break CSS's 50-year monopoly, alongside a temporary closure of sugar imports to support local production.

By 2023, market volume reached 424 thousand tons as imports hit 295 thousand tons, while CSS prepared to commission new bleaching, energy, and drying facilities. In 2024, the government set a price cap of 600 FCFA per kg for crystalline sugar and authorized an exceptional import of 20 thousand tons to ease market tension during high-demand periods like Ramadan.
