This surge was primarily due to a spike in imports to 63.3 thousand tonnes, while domestic production increased to 125.6 thousand tonnes, supported by favorable conditions for sugarcane cultivation and ongoing policies promoting irrigated agriculture. In 2020, the global COVID-19 pandemic disrupted supply chains, leading to a sharp drop in imports to 1.2 thousand tonnes and a decrease in production to 108.2 thousand tonnes, which brought the total market volume down to 109.4 thousand tonnes.

Following the pandemic, the market showed modest stabilization. In 2021, the volume grew slightly to 110.8 thousand tonnes. The year 2022 saw an increase to 119.5 thousand tonnes. During this period, an ECOWAS and UEMOA embargo from January to July 2022 limited access to supply ports, yet imports recovered to 8.3 thousand tonnes for the year while production remained steady at 111.2 thousand tonnes. By 2023, the market contracted to 104.4 thousand tonnes, with production falling to 100.0 thousand tonnes and imports declining to 4.5 thousand tonnes.
