The market for unmanufactured tobacco in Mali contracted significantly from 1 935 t in 2018 to 1 164 t in 2020. This decline occurred alongside existing regulatory measures, such as the 2012 decree defining tobacco sales conditions, which may have constrained the legal market. The persistent challenge of illicit tobacco trade also likely reduced the share of legal sales during this period.

A strong recovery followed, with the market volume growing to 1 754 t in 2022, an increase of over 50% from the 2020 low. In 2022, the government implemented a ban on the import, distribution, sale, and use of shisha (hookah), which affected tobacco consumption patterns for this specific product. The market volume then saw a modest decrease to 1 671 t in 2023.

Throughout the period, the market structure was shaped by state influence and regulation. The state-owned company Sonatam remained the principal operator for cigarette manufacturing and distribution, operating under the framework of the 2010 law on tobacco commercialization and consumption. Ongoing efforts to combat illicit trade, in line with international protocols, formed a constant backdrop for the legal market.

Mali's production of unmanufactured tobacco and refuse has declined for the third year in a row. In 2019, the country produced a certain volume, but by 2020, this had dropped to 1 178 tonnes, marking a significant decrease of 31.1% compared to the previous year. Looking at the broader period from 2017 to 2020, production fell by 47.2% overall, with an average annual decline of 19.2%.
