From 2018 to 2021, the domestic market volume for rapeseed oilcake in Belarus increased from 272.2 thousand tonnes to 404.0 thousand tonnes. This decline happened despite ongoing production growth, as exports surged past 400 thousand tonnes. The rapid export growth was facilitated by the inclusion of rapeseed meal in the list of export feed products on the Belarusian Universal Commodity Exchange and the continued expansion of sales channels to China and other countries. Major processor OAO 'Raps' contributed by expanding sown areas and focusing on external markets.

The COVID-19 pandemic in 2020 introduced global supply chain disruptions, while later changes in national waste management legislation indirectly affected processing standards. However, the market's trajectory was ultimately defined by the balance between rising production capacity and a strategic pivot towards exports.
