Ukrainian primary sugar crop production started the period at a high level in 2018, supported by the introduction of new crop protection agents that improved beet treatment efficiency. However, a sharp 20% reduction in planted area the following year led to a significant drop in output. Production continued to decline in 2020, even as the profitability of sugar manufacturing began to recover from a prior period of low margins.

Output rebounded in 2021, driven by a 30% increase in sugar production compared to the previous marketing year. The situation changed dramatically in 2022 following Russia's invasion, which caused planted area to shrink by 44-48 thousand hectares and reduced the number of operating sugar factories from 33 to 23 due to warfare and rising costs, leading to another production decline.

In 2023, primary sugar crop production surged to 13 130 thousand tons. This growth was facilitated by the resumed operation of 27 sugar factories and rising export demand for sugar from the European Union, which stimulated the need for raw material.

Ukraine's production of primary sugar crops declined for the third consecutive year in 2020, reaching 9 150 K t. This represented a significant drop of 10.3% compared to 2019. Over the entire 2017-2020 period, production decreased by 38.5%, which translates to an annualized decline rate of 15.0%.
