Paraguay's primary sugar crops production fluctuated considerably between 2018 and 2023. After starting at 6 160 thousand tons in 2018 and dipping to 5 820 thousand tons in 2019, output jumped to 7 431 thousand tons in 2020. The July 2020 publication of the Agricultural Sector Policy Framework provided direct support guidelines for the sugar sector and family farming, which encouraged investments and contributed to the sharp rise that year.

After a minor dip in 2021, output fell sharply to 5 049 thousand tons in 2022. Production rebounded strongly to 6 858 thousand tons in 2023, driven by better yields, larger cultivated area, and favorable international sugar prices amplified by the Russia‑Ukraine conflict. That same year, Paraguay solidified its position as a key raw sugar supplier to Argentina and saw Azucarera Paraguaya SA export 30 000 tons of organic sugar to the United States, marking the consolidation of the organic segment.

In early 2024, the Union of Production Guilds (UGP) highlighted policies that encourage national sugar cane production, crop expansion, and diversification into feed, bioproducts, and ethanol.

Primary sugar crops production in Paraguay increased after a two-year decline. In 2019, production reached its lowest point at 5 820 K t, but then rebounded sharply in 2020 to 7 431 K t, marking a 27.7% increase compared to the previous year. Over the period from 2017 to 2020, production grew by 12.5%, which translates to an average annual growth rate of 4.0%. The largest decline occurred in 2018, when production fell by 6.8%.
