From 2018 to 2020, Rwanda's primary sugar crops market volume increased from 98.5 thousand tons to 110.0 thousand tons. This growth was supported by government policies encouraging private sector investment in agriculture and a significant 8% expansion in the area cultivated for sugar cane in 2020.

Market volume continued to rise, reaching 113.9 thousand tons by 2022. This period saw the implementation of land use consolidation for priority crops like sugar cane and improved post-harvest management to enhance efficiency. Plans by the Madhvani Group to increase production capacity at Kabuye Sugar Works also indicated sustained industry investment.

In 2023, the market volume contracted to 102.0 thousand tons.

Rwanda's primary sugar crops production increased for the second consecutive year. In 2020, the country produced 110.0 K t of primary sugar crops, marking an 8.3% increase from the previous year. Looking at the period from 2017 to 2020, production grew by 10.9%, which translates to an average annual growth rate of 3.5%. The lowest production volume was recorded in 2018 at 98.5 K t, with the largest decline that year at 0.6%.
