Paddy rice production in Rwanda increased from 113.9 thousand tonnes in 2018 to 131.6 thousand tonnes in 2019. This growth was driven by the launch of the Strategic Plan for Agricultural Transformation (PSTA 4), which focused on innovation, productivity, and the promotion of improved seeds and fertilizers, directly enhancing yields.

Production dipped to 116.5 thousand tonnes in 2020 before recovering to 131.8 thousand tonnes in 2021 and reaching 135.1 thousand tonnes in 2022. By 2023, output stabilized at 133.6 thousand tonnes, supported by continued government policies aimed at improving productivity and supporting farmers through extension services and value-chain development.

In 2024, the government increased agricultural funding and implemented agribusiness projects like the Gabiro agribusiness hub, while also reporting a 6% expansion in paddy rice cultivated area. These measures reflect ongoing efforts to boost production capacity.

Rwanda's paddy rice production declined after two years of growth. In 2020, the country produced 116.5 K t of paddy rice, which represents an 11.5% decrease compared to the previous year. Looking at the period from 2017 to 2020, production increased by 6.9% overall, averaging a 2.3% annual growth rate. The peak production was recorded in 2019 at 131.6 K t, with the largest annual increase of 15.5% also occurring that year.

Rwanda's cross-border shipments of paddy rice increased for the third consecutive year. In 2020, the country exported 2 095 kg of paddy rice, reflecting a 41.6% gain over the previous year. Between 2017 and 2020, exports surged by 5 719.4%, which translates to an annualized growth rate of 287.5%.

The market exhibited significant volatility during this period. The value of exports varied dramatically, with a 945-fold difference between the peak in 2019 and the low in 2017. In 2020, Rwanda's cross-border shipments of paddy rice totaled 210 kg, indicating a sharp 32.9% gain compared to the previous year.
