From 2018 to 2020, the market for not roasted and not cooked groundnuts in Rwanda saw fluctuations, with volume rising from 38 630 t in 2018 to 40 682 t in 2019, supported by the ongoing implementation of the National Agricultural Policy and the Strategic Plan for Agricultural Transformation (PSTA 4), which aimed to boost productivity and resilience. This policy framework provided a foundation for agricultural improvement, including for groundnuts. However, market volume fell to 36 590 t in 2020, a shift not directly addressed by the recorded factors which continued to emphasize sustainable agriculture support.

The period from 2021 to 2023 featured further volatility. In 2021, market volume recovered to 37 837 t, coinciding with the active role of the Rwanda Agriculture and Animal Resources Development Board (RAB) in supporting farmer cooperatives and managing climate resilience projects, likely aiding supply chains. A significant peak occurred in 2022, with market volume reaching 41 611 t, the highest in the period. This growth aligned with the regulatory focus on sustainable transformation and initiatives to enhance productivity and commercialization under PSTA 4. In contrast, 2023 saw a sharp contraction to 31 925 t, despite noted government investments in agricultural infrastructure and increased farmer awareness campaigns.

Looking ahead to 2024, the policy environment remained oriented around agricultural transformation, with the continuation of PSTA 4 through its final year and the presentation of new investment opportunities under the forthcoming PSTA 5 (2024-2029). Events like the Africa Food Systems Forum 2024 in Kigali highlighted ongoing efforts to innovate food systems, which encompass the groundnut sector, though full-year market data for 2024 was not available for assessment.

The highest production level was recorded in 2018 at 22 279 tonnes, which also saw the largest annual increase of 7.6%.

From 2017 to 2020, production value decreased by 41.1%, with an average annual decline of 16.2%. The largest increase occurred in 2019, with an 11.8% rise.
