Earlier Report Observations

Following the end of EU sugar quotas in 2017, Mauritius faced increased global competition and a gradual reduction of its preferential access to the European market. This structural pressure was reflected in a continued reduction of sugarcane cultivation area and the closure of sugar mills, such as Medine, which contributed to a volatile production pattern. However, the market volume grew to 3.4 million tonnes in 2019, supported by new trade agreements, including a decade-long deal with China for the export of special sugars, and sustained guaranteed prices for small planters.

A sharp drop in production to 2.6 million tonnes occurred in 2020, influenced by rising export freight costs that reduced profitability. Recovery began in 2021 as the ex-Syndicate sugar price increased to Rs 13,000 per tonne and the new Mauritius Sugar label was launched to strengthen international marketing, helping output edge up to 2.7 million tonnes despite unfavorable weather. The market contracted again to 2.3 million tonnes in 2022 as ongoing abandonment of cane fields offset the stimulus from higher global prices. Production then partially recovered to 2.5 million tonnes in 2023.
