The Austrian primary sugar crops market experienced significant volatility between 2018 and 2023. The abolition of the EU sugar quota in late 2017 led to a free market and a sharp drop in prices, reducing the profitability of beet farming. This triggered a 27% contraction in the cultivation area by 2018, compounded by pest infestations like weevils that caused harvest losses. These pressures drove down domestic production and the total market volume to 1.97 million tons in 2019. A slight recovery followed in 2020 as the sector adapted, though market conditions remained challenging.

Market volume surged to over 3 million tons in 2021. This sharp increase was driven by improved market conditions and better crop yields, which encouraged farmers to expand sugar beet cultivation. The sole domestic processor, AGRANA, processed approximately 3.3 million tons of beets that year at its two factories in Tulln and Leopoldsdorf, directly supporting the rise in domestic output and market size.

Following the 2021 peak, the market volume declined in 2022 amid continued oversupply on the EU market and competitive pressure from imports. By 2023, the market stabilized around 2.68 million tons. Despite ongoing price pressure, beet farmers in some regions reported record prices, and AGRANA launched the processing campaign under favorable conditions. Discussions on new pricing models and the strategic focus of the sugar industry continued, with plans to concentrate production at the Tulln site from 2025.
