The surge in 2021 occurred even as private investments encouraged farmers to shift toward alternative crops, a trend that typically reduces sugarcane planting. The subsequent declines to 1,804 thousand metric tons in 2022 and 1,489 thousand metric tons in 2023 corresponded with continued successful diversification away from traditional crops like sugarcane and a sustained downturn in the citrus industry, which collectively redirected agricultural resources.

By 2024, government price controls on sugar led to local shortages and increased smuggling to Mexico, prompting the establishment of a Commission of Inquiry to examine the industry's structural challenges.
