From 2018 to 2020, the market volume for primary sugar crops in Madagascar grew from 3 117 тыс. т to 3 193 тыс. т. This expansion was supported by the Malagasy Center for Sugarcane and Sugar (CMCS), which organized and promoted the sector. In 2019, negotiations to rehabilitate the Morondava sugar mill aimed to increase local output, and by 2020 the government announced plans to establish six sugar units to raise production by 143 000 tonnes within two years.
After a slight dip to 3 152 тыс. т in 2021, attributed to post-pandemic economic recovery that boosted local sugar demand, the market volume stabilized and reached 3 170 тыс. т by 2023. During this period, the State Procurement of Madagascar began purchasing locally produced sugar to supply Antananarivo markets, reducing import dependence. Additionally, the rehabilitation of the Brickaville sugar plant launched in 2023 marked a revival of the domestic sugar industry, supporting crop cultivation.
