Earlier Report Observations

The market for prepared or preserved beef and offal in Ukraine stood at 13 172 t in 2018 but contracted by over a quarter to 9 569 t in 2019, primarily due to constrained investment in new production capacities amid difficult economic conditions. The following year, volume remained nearly flat at 9 617 t as pandemic-related supply chain disruptions were offset by a shift in consumer preference toward longer-shelf-life products, including canned meat.

Production rebounded sharply in 2021, driving market size up by 35% to 12 971 t. This growth was fueled by the entry of new players focused on ready-to-eat meat products and modernization efforts at state-owned enterprises. However, the full-scale invasion in 2022 severely disrupted manufacturing and logistics, causing output to plummet and shrinking the market by 29% to 9 160 t. A partial recovery followed in 2023, with volumes rising to 11 584 t as government measures to support domestic production and restrict imports took effect.
