Earlier Report Observations

Between 2018 and 2021, the market for prepared or preserved pork and offal in Ukraine showed steady growth, with volume rising from 17.4 thousand t to 18.8 thousand t. This expansion was driven by increased production capacity, notably the launch and full commissioning of the 12th complex of SP 'Nyva Pereyaslavshchyny,' which boosted output. Additional demand came from state purchases of offal for the armed forces, while a global drop in grain prices lowered feed costs, making production more profitable.

The market shifted in 2022 with the full-scale war, which caused a sharp 10% contraction in industrial supply due to the military shock. However, temporary changes to customs regulations, allowing imported goods without Ukrainian labeling to remain in circulation until the end of their shelf life, triggered a surge in imports to 3.3 thousand t. This influx partly offset the production decline, keeping the market volume at 19.3 thousand t. In 2023, tightened import restrictions—permitting only products with Ukrainian labels or those within their shelf life—reduced imports by 70%, and the ongoing war impact further lowered production, leading to a market contraction to 15.7 thousand t.

By 2024, the market continued to operate under simplified labeling rules for imports established in August 2022, while new legislation on geographical indications introduced schemes for quality protection. The industry adapted through trends like developing industrial parks focused on pork and poultry processing, indicating a restructuring towards greater self-sufficiency and efficiency.
