The market for prepared or preserved beef and offal in Russia from 2018 to 2023 was shaped by shifting trade flows and domestic policy. Initial market volume growth to 8,834 t in 2019 occurred as exports fell sharply, keeping more product inside the country against a backdrop of ongoing import substitution and state support for meat processing capacities.

The market recovered over the next two years, reaching 7,787 t by 2022, supported by increased meat production and processing aided by government measures, alongside resilient consumer demand for meat products.

By 2023, the market volume contracted again to 7,245 t. This decline came despite rising domestic production, as a strategic push to increase exports, particularly to China, diverted significant supply away from the domestic market. New veterinary rules for handling meat in trade also introduced logistical changes that affected domestic distribution.
