The market volume for prepared or preserved beef and offal in Southern Europe contracted from 14.8 thousand tons in 2018 to 9.2 thousand tons in 2020. This decline was driven by a structural production deficit in the national beef herd and reduced livestock numbers, compounded by the onset of the COVID-19 pandemic in 2020. The pandemic triggered an economic crisis that shifted part of consumer demand toward more affordable protein options, while simultaneously disrupting supply chains and increasing energy costs for feed production.

Market volume continued to fall to a low of 7.2 thousand tons in 2021, even as physical output of prepared beef rose. This paradox was largely due to persistently high production costs, particularly for animal feed and energy, which raised final product prices and dampened overall consumption. A sharp rebound to 10.1 thousand tons occurred in 2022, fueled by global supply chain tensions following the war in Ukraine, which spiked grain prices and intensified consumer interest in locally sourced and quality-certified meat products, including prepared variants.

In 2023, the market volume receded to 9.6 thousand tons. This contraction was primarily due to sustained high input costs and broader macroeconomic inflation, which constrained household spending. Concurrently, consumer preferences continued to evolve, with growing demand for certified, sustainable, and traceable products providing some support to the market's value dimension despite the volume decrease.

Production of prepared or preserved beef and offal in Southern Europe fell for the second year in a row. In 2020, output reached 9 011 tonnes, marking a 5.7% decrease from 2019. Looking at the period from 2017 to 2020, production dropped by 5.5%, with an average annual decline of 1.9%.
