Earlier Report Observations

From 2018 to 2022, the CIS market for potato flour, flakes, granules and pellets grew steadily, with volume increasing from 29 598 t to 49 138 t. This expansion was primarily driven by substantial investments in drying and dextrination lines, which significantly boosted production capacity. Major state-owned agribusinesses, including Michurinskaya Milling Company and Ryazanzernoprodukt, expanded their processing lines as part of national food security initiatives, contributing to a 70.9% surge in vegetable-based flour production in 2019. The concurrent import substitution program, launched in 2018, further supported domestic output by reducing reliance on foreign ingredients.

Market volume peaked in 2022 but contracted by 10% to 44 115 t in 2023. This shift was characterized by a more than fivefold increase in exports to 13 216 t and a sharp drop in imports to 5 492 t. Rising prices for key raw materials like potatoes and wheat, exacerbated by geopolitical sanctions and higher transport costs, increased production expenses and likely tempered domestic consumption. During this period, the market also saw the launch of new production lines for vitamin-enriched potato flour in the Rostov region, opening a niche segment for pharmaceutical and functional food applications.

In 2024, major state-owned enterprises announced new investment projects to further expand potato flour production capacity, aligning with continued food security goals. Export demand remained strong, fueled by higher international starch prices and growing global interest in gluten-free ingredients. New mandatory labeling requirements for categories including potato flour also took effect, introducing changes to packaging and logistics practices.
