Earlier Report Observations

In 2018, Philippine pork production remained high at 1 624 thousand tons, supported by a 31% growth in swine inventory prior to the African Swine Fever (ASF) outbreak. The ASF emergence in 2019 began reducing the national herd, leading to a gradual decline in domestic output. By 2020, the continued spread of the disease further lowered production to 1 500 thousand tons, while the government responded with stricter biosecurity measures and initiated recovery funding.

The crisis intensified in 2021, prompting a national state of calamity declaration and a drop in production to 1 187 thousand tons. The launch of the Bantay ASF sa Barangay program institutionalized biosecurity controls, creating hundreds of biosecure production clusters. Recovery started in 2022 through a pilot ASF vaccination campaign and financing from the state-owned Development Bank of the Philippines for biosecure farm construction. Concurrently, the accreditation of Brazil as a pork supplier facilitated a surge in imports to 388 thousand tons, compensating for the domestic shortfall and helping the market volume rebound to 1 604 thousand tons.

By 2023, expanded vaccination and enhanced biosecurity supported a production increase to 1 256 thousand tons. Imports moderated but stayed elevated, contributing to a market volume of 1 540 thousand tons. Government initiatives like INSPIRE and SWINE R3 continued to promote farm modernization and genetic improvements, reinforcing the foundation for the sector's ongoing recovery.
