Earlier Report Observations
The market for horse, donkey and mule meat in the Philippines, entirely supplied by domestic production, began the period at 629.8 metric tons in 2018 under strict import controls designed to protect local processors. Production then fell to 560.5 metric tons by 2020, driven by outbreaks of African Swine Fever and avian flu combined with El Niño drought conditions, which raised production costs and reduced livestock availability.
Output stabilized near 560 metric tons in 2021 as authorities implemented ASF zoning and movement plans to contain the disease. In 2022, production dipped to 547.9 metric tons, then stabilized around 540 metric tons in 2023, while government and private initiatives promoted research, subsidies, and infrastructure to strengthen the livestock sector over the longer term.
