The operational expansion of dedicated livestock zones, such as the Thilawa Multi-purpose Agriculture and Livestock Breeding Zone, enhanced production capacity. Additionally, a 2022 directive allowing foreign companies to export processed meat products stimulated output for both domestic consumption and export, particularly toward neighboring markets like China where registration with Chinese authorities became a key requirement.

By 2023, the market stabilized at 330 thousand tons. Rising transportation costs and increased cattle prices pressured production expenses, which tempered further volume growth. Ongoing development of livestock zones by state-owned enterprises and strengthened food safety inspections under the amended National Food Law continued to support market stability and quality standards.
