Between 2018 and 2019, Pakistan's pastry market volume stabilized at approximately 13 500 tons. This period saw the introduction of the Sindh Food Authority Regulations 2018, tightening controls on foodborne illness, and the Punjab Food Authority's preparation of Packaging Material Regulations to ensure food-grade packaging. In 2019, a new statutory order on food labeling improved consumer information and compliance.

Market volume fell sharply to 10 476 tons in 2020, then rebounded to 12 753 tons in 2021. The following year, 2022, brought a strong expansion to 19 229 tons, before a correction to 16 328 tons in 2023.

By 2024, the market was adapting to rising consumer demand for healthier, multi-grain and artisan pastries, as well as the implementation of electronic sales tax invoicing requirements for manufacturers and distributors, reflecting ongoing regulatory and preference shifts.

Pakistan's pastry production volume has increased for the third consecutive year. In 2020, the country produced 21 200 tonnes of pastry, marking a modest gain of 6.3% compared to the previous year. From 2017 to 2020, production grew by 16.5%, which translates to an annualized growth rate of 5.2%.

Pakistan's pastry production value has declined for the second consecutive year. In 2020, the output was valued at 34 856 thousand US dollars, representing a 10.9% decrease year-on-year. Between 2017 and 2020, production value fell by 10.8%, equating to an annualized decline of 3.8%. The peak value was recorded in 2018 at 40 689 thousand US dollars, with the largest increase of 4.1% also occurring that year.

Pastry exports from Pakistan have increased for the third consecutive year. In 2020, exports reached 13 146 tonnes, up by 63.2% compared to 2019. Over the period from 2017 to 2020, exports grew by 78%, with a compound annual growth rate (CAGR) of 21.2%.

From 2017 to 2020, the United States, the United Kingdom, and Canada were the key partners for Pakistan's pastry exports in volume terms. The United States accounted for 25.8% of exports, followed by the United Kingdom at 12.6% and Canada at 12.1%. Together, these three countries represented 50.5% of total export flows.

From 2017 to 2020, exports grew by 36.2%, with a compound annual growth rate (CAGR) of 10.8%. The lowest value was recorded in 2019 at 15 803 thousand US dollars, which also saw the largest decline of 7.0%.
