The pastry market in Ukraine expanded from 99.3 thousand tons in 2018 to 104.0 thousand tons in 2019, supported by growing consumer purchasing power. However, the COVID-19 pandemic in 2020 disrupted supply chains and altered consumption patterns, leading to a contraction to 94.5 thousand tons.

A recovery followed in 2021, with market volume reaching 111.4 thousand tons, fueled by positive dynamics in the FMCG sector and increasing consumer preference for healthy and natural products. The full-scale war in Ukraine that began in 2022 severely impacted the market; electricity blackouts in late 2022 compounded production challenges, causing volume to drop to 92.4 thousand tons.

In 2023, market volume further declined to 82.9 thousand tons, but value rose to 222.4 million USD, reflecting a shift toward higher-priced craft and natural pastry segments. This trend toward premiumization and technological investments in raw material preparation continued into 2024.

In 2020, Ukraine produced 107.8 thousand tonnes of pastry, marking an 11.5% decrease from 2019. Over the 2017-2020 period, production fell by 21.5%, averaging an annual decline of 7.7%. The most significant drop occurred in 2018 at 11.5%, while 2019 saw a slight increase of 0.3%.

In 2020, Ukraine's pastry output was valued at 196.8 million US dollars, reflecting a substantial 12.1% decline from the previous year. From 2017 to 2020, production decreased by 4.3%, with a compound annual growth rate (CAGR) of -1.5%. The lowest value was recorded in 2018 at 189.0 million US dollars, while the peak occurred in 2019 at 223.9 million US dollars, which also saw the largest increase of 18.5%.

Exports pastry to Ukraine

Exports in kind, t

Ukraine's pastry exports declined for the second year in a row. In 2020, exports amounted to 32 917 tonnes, showing a modest 3.5% decrease from 2019. Over the 2017-2020 period, exports grew by 6.6%, with a CAGR of 2.1%. The highest volume was recorded in 2018 at 35 001 tonnes, which also experienced the largest increase of 13.3%.

From 2017 to 2020, Ukraine's pastry exports in volume terms were highly diversified. Moldova (14.7% of exports), Belarus (10.5%), and Germany (7.8%) together accounted for just 33.1% of total flows, with the remaining 66.9% spread across numerous smaller markets.

After two years of growth, Ukraine's pastry exports in value terms declined. In 2020, exports stood at 60 097 thousand US dollars, representing a moderate 4.1% decrease from 2019. Between 2017 and 2020, exports increased by 29.9%, averaging an annual growth rate of 9.1%. The peak value was recorded in 2019 at 62 684 thousand US dollars, while the largest increase occurred in 2018 at 17.7%.

Data from 2017 to 2020 show that Ukraine's pastry exports in value terms were not concentrated on a few key destinations. Moldova (13.7% of exports), Belarus (11.7%), and Kazakhstan (9.0%) together made up only 34.4% of total flows.

Ukraine's pastry imports increased for the third consecutive year. In 2020, imports reached 19 593 tonnes, equivalent to a notable 20.7% rise from 2019. Between 2017 and 2020, imports surged by 90.5%, with an annualized growth rate of 24.0%.

From 2017 to 2020, three main markets—Poland, Lithuania, and Germany—accounted for 67.3% of Ukraine's total pastry imports in volume terms.

Ukraine's pastry imports in value terms rose for the third year in a row. In 2020, imports totaled 61 615 thousand US dollars, representing a 27.9% increase compared to 2019. Between 2017 and 2020, imports grew by 139.2%, averaging an annual rate of 33.7%.

From 2017 to 2020, Poland (46.3% of imports), Lithuania (9.7%), and Germany (9.7%) remained the primary suppliers of pastry to Ukraine, jointly forming 65.8% of total imports in value terms.
