Earlier Report Observations

The palm oil and fractions market in SADC grew from 1 534 thousand tons in 2018 to a peak of 1 895 thousand tons in 2020, driven largely by increasing imports which compensated for only gradual growth in local production.

Market volume fell to 1 819 thousand tons in 2021 amid environmental concerns and debates over sustainability linked to loosened palm plantation rules in Indonesia, which affected regional supply chains and consumer perception. By 2023, the market stabilized at 1 734 thousand tons, supported by awareness campaigns for Certified Sustainable Palm Oil (CSPO) and South Africa's emergence as Africa's largest consumer of certified sustainable palm oil, reflecting a broader industry shift towards sustainability.

In 2024, regulatory changes such as tariff rebates on imports of refined palm oil for soap manufacturing were implemented by the International Trade Administration Commission of South Africa to support local processing. Major companies like Unilever engaged in these rebate applications, anticipating increased investment, while sustainability certification and labeling audits continued to influence market practices.
