Earlier Report Observations

From 2018 to 2020, the palm oil market in Congo grew from 84.6 thousand tons to 105.7 thousand tons, driven primarily by rising imports. This expansion was supported by government initiatives like the National Development Plan 2018-2022, which promoted palm oil as a key agricultural sector, and the validation of national principles for sustainable production. The increase in cultivated area for oil palm in the Congo Basin also aimed to boost long-term supply, though domestic production remained stable at around 27-28 thousand tons.

Market volume dropped to 80.0 thousand tons in 2021 due to a sharp decline in imports, while production edged up slightly. The market stabilized in 2022 before surging to 130.7 thousand tons in 2023, as imports more than doubled to 103.1 thousand tons. This spike coincided with reports of a structural deficit in the region, where the Democratic Republic of the Congo's consumption was estimated at 500,000 tons against production of only 150,000 tons, increasing demand for imported oil to meet local needs.

In 2024, imports continued to rise, reaching 106.6 thousand tons. Major producer Plantations et Huileries du Congo (PHC) invested in equipment to double plant capacity and installed a biogas plant, aiming to increase output. The DRC's accession to the Council of Palm Oil Producing Countries in late 2024 further reinforced efforts to boost production, while global market tensions from El Niño and biofuel policies affected trade dynamics.
