Togo's paddy rice market volume began expanding from 145.5 thousand tonnes in 2018, supported by the implementation of the National Rice Development Strategy (SNDR). This policy strengthened farmer capacities, improved seed systems, and directed public investment into irrigation, storage infrastructure, and rural access, leading to a slight rise to 147.1 thousand tonnes by 2019.

A significant acceleration occurred in 2020 when the West Africa Food System Resilience Program (FSRP) commenced, providing subsidized seeds and fertilizers while easing credit access for producers. This intervention helped boost the market volume to 160.4 thousand tonnes. Over the next two years, FSRP continued to drive growth by aggregating more farmers, raising average yields by 5–8%, and increasing producer incomes by about 16%, which pushed the market to 171.1 thousand tonnes in 2022.

In 2023, the government launched an ambitious Rice Sector Development Plan targeting 2030, backed by 987 billion CFA francs in planned investments for land development, mechanization, high-yield varieties, and support for SMEs and cooperatives. Concurrent awareness campaigns promoted local rice consumption. These combined measures lifted the paddy rice market volume to 183 thousand tonnes, completing a steady climb fueled by sustained public programs and value-chain investments.
