European paddy rice production grew steadily from 4.0 million tonnes in 2018 to 4.1 million tonnes in 2020. The market volume remained stable at around 4.0 million tonnes during this period, supported by consistent trade flows.

A production decline to 3.8 million tonnes in 2021 was driven by natural gas supply disruptions, which increased fertilizer costs and reduced farmer margins despite varied regional performance. Output fell sharply to 3.1 million tonnes in 2022, primarily due to reduced harvests of 15-20% across Southern Europe linked to challenging weather conditions, further compounded by high input costs from the ongoing energy crisis. Market volume consequently decreased to 3.1 million tonnes.

The market saw a recovery to 3.3 million tonnes in 2023, supported by government subsidies for paddy purchases and investments in modern milling infrastructure. This period was also influenced by India's export ban on broken rice, which affected global supply. Consumer preferences for sustainable and gluten-free products remained a key feature of European demand.

Europe's paddy rice production increased for the second year in a row. In 2020, Europe produced 4 067 K t of paddy rice, which was 0.8% higher than the previous year. The lowest production volume was recorded in 2018 at 3 968 K t, when it fell by 4.2%. The largest increase occurred in 2019, with production rising by 1.6%.

From 2017 to 2020, Turkey, Libya, and Morocco were the leading destinations for Europe's paddy rice exports in volume terms. Turkey accounted for 53.7% of exports, Libya for 1.7%, and Morocco for 1.0%. Together, these three countries represented 56.5% of total export flows.
