The European oats market opened the period at 13.5 million tons in 2018 but contracted to 13.2 million tons the following year. A severe drought in 2018 created significant supply shortages and drove up prices, constraining market volume. Although a sustained consumer trend toward healthy eating and whole grains supported underlying demand, it could not offset the tight supply conditions.

Market volume surged to 14.6 million tons in 2020, propelled by expanded oat cultivation areas in Germany and a spike in demand for healthy pantry staples during the COVID-19 pandemic. The following year, volume fell back to 13.2 million tons as supply bottlenecks from key exporting regions like Finland, the Baltics, and Canada increased import dependence and limited overall availability in Europe.

A recovery to 13.8 million tons occurred in 2022, supported by initiatives from German oat mills to promote domestic cultivation and rising demand for organic oats. However, the market dropped sharply to 10.8 million tons in 2023 due to a marked reduction in sown area, lower yields, and record-high producer prices exacerbated by scarce import options, which together severely tightened supply.

Oats production in Europe has increased for the second consecutive year. In 2020, Europe produced 15 097 K t of oats, marking a 10.8% rise compared to 2019. The lowest production level was recorded in 2018 at 13 575 K t, which also saw the largest decline of 9.9%.

Europe's oats production value has risen for the second year in a row. In 2020, the output was valued at 6 225 M $ US, showing a gradual improvement of 9.4% from 2019. The minimum value occurred in 2018 at 5 182 M $ US, which experienced the largest decline of 22.4%. Between 2017 and 2020, production decreased by 6.8%, averaging a 2.3% annualized rate, while the largest increase was recorded in 2019 at 9.8%.

Exports oats from Europe

Europe exported 887.1 K t of oats in 2020, representing a robust 10.5% increase compared to 2019. Over the period from 2017 to 2020, exports grew by 48.1%, with a compound annual growth rate (CAGR) of 14.0%. The largest decline was in 2019 at 0.5%, while the largest increase occurred in 2018 at 34.6%.

The market base for exports in kind from 2017 to 2020 was broad, with Switzerland (3.9% of exports), the United States (3.8%), and Norway (2.4%) collectively accounting for just 10.1% of total flows. The remaining 89.9% was distributed among numerous other countries.

Foreign oats supplies from Europe have increased for the third consecutive year. In 2020, exports totaled 365.8 M $ US, showing a modest rise of 9.0% year-over-year. From 2017 to 2020, exports increased by 37.7%, with a CAGR of 11.2%.
