Earlier Report Observations

The market volume for not roasted and not cooked groundnuts in Senegal fluctuated between 2018 and 2023, ranging from 1 094 thousand tonnes in 2019 to 1 556 thousand tonnes in 2023. State intervention through the National Interprofessional Peanut Committee (CNIA) consistently set producer prices, which were raised from 250 FCFA per kg in 2021 to 275 FCFA in 2022 and 280 FCFA in 2023. This pricing policy, along with government decisions to pay outstanding dues to operators, aimed to incentivize production and stabilize supply.

Export dynamics significantly influenced domestic availability. In 2020, the market opening to foreign exporters, particularly from China offering higher prices, created competitive pressure and contributed to a decline in official exports from 327 thousand tonnes in 2019 to 267 thousand tonnes. This drop in exports helped increase the market volume to 1 531 thousand tonnes that year. Exports continued to fall sharply to 178 thousand tonnes in 2022 and 119 thousand tonnes in 2023, which bolstered local market volume despite production variations.

Long-term sector support under the Emerging Senegal Plan included a doubled budget for seed subsidies and the introduction of 10 new peanut varieties with improved yields. These measures, alongside the maintained ban on seed exports and enhanced quality controls, supported production capacity, reflected in the market volume growth to 1 556 thousand tonnes in 2023.
