Earlier Report Observations

Cotton seeds production in Senegal showed considerable volatility between 2018 and 2023. Output declined to 10 000 t in 2019, primarily due to insect pest attacks and adverse climatic conditions that damaged crops. A significant recovery followed in 2021, with production reaching 13 000 t, supported by the government's PRACAS 2 program aimed at modernizing the agricultural sector and the ongoing central role of the state-owned enterprise SODEFITEX in seed provision and sector coordination.

External cost pressures and supply chain disruptions impacted the market in 2022, contributing to another production drop to 10 000 t as input prices rose. In response, the government allocated a record 120 billion FCFA for agricultural input subsidies in 2023, targeting the cotton sector. Despite this support, production of cotton seeds fell further to 8 500 t, while SODEFITEX launched new commercialization campaigns and local markets to strengthen the value chain.

Underlying structural factors persisted, notably the dominant use of traditional seeds—with only 14% of plots using certified selected seeds—which constrained productivity improvements. The regulatory environment also evolved, including the 2018 Forest Code which modernized natural resource management, indirectly influencing agricultural land use. Policy efforts consistently focused on enhancing input access and providing subsidies to stabilize the cotton seeds market.

After two years of decline, Senegal's cotton seed production increased in 2020. The country produced 11 000 tonnes of cotton seeds that year, up 10.0% from 2019.
