The market volume for not defatted cocoa paste in Croatia declined from 4 687 t in 2018 to 3 764 t in 2021, before recovering to 4 290 t in 2023. Domestic production showed volatility, falling to 1 078 t in 2019 then rising to a peak of 1 732 t in 2023. Imports, which make up the bulk of supply, fell steadily from 3 410 t in 2018 to 2 322 t in 2022, then increased slightly to 2 558 t in 2023.

The presence of local manufacturers was highlighted in 2021, with tracked enterprises in the cocoa, chocolate, and sugar confectionery industry indicating a base for domestic production. By 2024, the European Union Deforestation Regulation (EUDR) came into full force, requiring operators to prove cocoa products are deforestation-free, which directly impacted supply chain compliance for the Croatian market. Simultaneously, global cocoa prices surged to historic highs due to supply shortages, increasing costs for importers and contributing to a further drop in imports to 2 059 t in 2024.

Croatia's production of not defatted cocoa paste rebounded after a two-year decline. In 2019, output hit its lowest point at 1,078 tonnes, marking a significant 15.6% drop from the previous year. However, production surged in 2020 to 1,416 tonnes, representing a sharp 31.4% increase compared to 2019.

Croatia's imports of not defatted cocoa paste declined for the second consecutive year. In 2018, imports peaked at 3,410 tonnes, reflecting an 8.9% increase from the previous year. By 2020, imports had fallen to 2,845 tonnes, a 13.9% decrease compared to 2019. Overall, between 2017 and 2020, imports dropped by 9.1%, averaging an annual decline of 3.1%.

After two years of growth, Croatia's imports of not defatted cocoa paste in value terms declined. In 2018, imports rose by 5.3%, reaching their highest point in 2019 at 11,695 thousand US dollars. However, in 2020, imports fell to 11,337 thousand US dollars, a modest 3.1% drop from the previous year. Over the entire 2017–2020 period, imports increased by 3.7%, with an average annual growth rate of 1.2%.
