From 2018 to 2020, the market for non-coniferous wood fuel in Kazakhstan expanded, with volume rising from 192.8 thousand m³ to 273.9 thousand m³. This growth was supported by regulatory amendments that encouraged alternative energy sources. In 2018, updates to the national fuel and energy complex development concept highlighted the potential of wood-based fuels to reduce coal dependence, given that coal accounted for 80% of thermal energy. The following year, changes to the law on petroleum products defined 'small-capacity producers,' indirectly enabling small companies to produce biofuel from wood waste. The surge in 2020 was driven by forecasts of electricity shortages by 2022 and legislative adjustments that allowed the use of sub-800 000 t/year installations to process wood residues into fuel.

After peaking in 2020, the market contracted to 202.5 thousand m³ in 2021 and further to 149.2 thousand m³ in 2022. A rebound occurred in 2023, with volume reaching 162.5 thousand m³. The recovery was partly attributable to export restrictions on diesel, gasoline, and aviation fuel to EAEU countries until the end of 2024, which increased domestic demand for alternative fuels like non-coniferous wood pellets. Additionally, price caps on retail petroleum products kept fossil fuel prices high, enhancing the cost competitiveness of wood-based fuel.
