Earlier Report Observations

From 2018 to 2023, production of non-coniferous wood fuel in Congo grew steadily from 1 508 to 1 620 thousand cubic meters. This expansion was anchored by state-backed afforestation initiatives, beginning with the PROREP-Bois Energie project that planted 2 700 hectares in the Brazzaville supply basin to boost sustainable wood energy resources. The consistent annual planting programs and the adoption of a regulatory framework for sustainable forest management provided a foundation for increased output.

The market gained significant momentum in 2021 with the entry of a major new player. TotalEnergies, in partnership with Forêt Ressources Management, launched a large-scale 40 000-hectare plantation project on the Batéké plateaus, explicitly aimed at producing sustainable wood fuel and carbon sequestration. This development was supported by the implementation of the new Forest Code in 2020, which strengthened the legal framework for sustainable exploitation and provided stability for long-term investments.

Growth was further sustained through continued international funding and project extensions. The PROREP-Bois Energie initiative secured $7 million in financing from the Central African Forest Initiative (CAFI) for its five-year plan, targeting emission reductions and ecosystem restoration. While regulatory measures concerning production royalties and taxes were reinforced in 2023 to ensure sustainable practices, the ongoing focus on expanding forest area and improving carbonization techniques maintained the positive production trend.
