This sustained growth was primarily driven by high domestic consumption for construction and household use, which relied heavily on informal and often illegal supply channels to meet demand.

Regulatory measures, including the CITES embargo on precious wood exports and official circulars banning the cutting of certain species, were insufficiently enforced. This allowed illegal logging activities to persist, continuously feeding the local market and supporting volume growth despite intentions to curb deforestation and protect forest resources.

By 2024, a notable policy shift occurred with the lifting of CITES sanctions against Madagascar and the launch of a national reforestation campaign, marking a renewed focus on sustainable forest management and legal timber trade.
