From 2018 to 2020, the African market for milled rice and broken rice expanded from 25 560 to 28 598 thousand tons. This growth was supported by the deployment of improved agricultural practices, including irrigation and better seed varieties, which raised continental production. Additionally, initiatives like the BRISPI project in Côte d’Ivoire and the adoption of national rice self-sufficiency plans in West African states channeled capital into local production capacity.

Market volume continued to rise, reaching 36 637 thousand tons in 2022, driven by the introduction of high-yielding, climate-resilient rice varieties through the AGGRi Alliance and policy measures such as Niger's ban on rice re-export, which bolstered domestic supply. However, in 2023, the market contracted to 32 400 thousand tons, primarily due to India's restrictions on non-basmati white rice exports, which tightened global supply, increased prices, and reduced import flows into Africa.

Africa's production of milled and broken rice has grown for the second year in a row. In 2020, the continent produced 15,386 thousand tons, marking a significant 26.7% increase from the previous year. Looking at the period from 2017 to 2020, production rose by 35.4%, with an average annual growth rate of 10.6%. The lowest production level was recorded in 2018 at 10,905 thousand tons, which also saw the largest decline of 4.0%.

In 2020, Africa exported 214 thousand tons of milled and broken rice, a 28.5% decrease compared to 2019. Over the four-year span from 2017 to 2020, exports fell by 17.2%, translating to an annualized decline of 6.1%. The peak export volume occurred in 2019 at 299 thousand tons, which also experienced the largest increase of 33.0%.

Africa's export value for milled and broken rice has risen for the third consecutive year. In 2020, exports reached 301 million US dollars, showing a notable 24.3% improvement over 2019. From 2017 to 2020, export value surged by 75.3%, with an average annual growth rate of 20.6%.

Africa's imports of milled and broken rice have declined for the second year in a row. In 2020, imports totaled 13,425 thousand tons, down 6.5% year-over-year. Between 2017 and 2020, imports decreased by 2.4%, with a compound annual growth rate of -0.8%. The highest import volume was recorded in 2018 at 14,880 thousand tons, which also saw the largest increase of 8.2%.

From 2017 to 2020, India, Thailand, and Pakistan were the primary suppliers of milled and broken rice to Africa, accounting for 32.1%, 27.0%, and 10.8% of imports in kind, respectively. Together, these three countries made up 70.0% of total imports in kind during this period.

In 2020, Africa's import value for milled and broken rice was 5,990 million US dollars, up 1.4% compared to the previous year. Over the 2017-2020 period, import value increased by 2.4%, with an annualized rate of 0.8%. The peak value was recorded in 2018 at 6,361 million US dollars, which also experienced the largest increase of 8.7%. The largest decline occurred in 2019, with a drop of 7.2%.

Between 2017 and 2020, India, Thailand, and Pakistan consistently led in the value-based import structure for milled and broken rice, with shares of 29.7%, 29.4%, and 10.5%, respectively. Combined, these countries represented 69.5% of total import flows in value terms.
