Earlier Report Observations

From 2018 to 2020, Iran's milled rice market volume first showed relative stability, then a sharp contraction. Government efforts to regulate the market, including guaranteed purchases and farmer subsidies, helped maintain domestic production. However, in 2020, import restrictions and currency issues severely curtailed foreign rice supplies, causing the total market volume to drop to 1.85 million tons despite an increase in homegrown output.

The downward trend continued into 2021, when the elimination of the preferential exchange rate for rice imports and a buildup of importers' foreign-currency debt further limited incoming shipments, reducing the market volume to 1.78 million tons. A turnaround came in 2022 after a subsidy system reform, which spurred a flood of Pakistani and Indian rice onto the market. Imports surged, pushing the total market volume to a peak of 2.73 million tons.

In 2023, the market volume fell back to 2.01 million tons as a steep decline in imports outweighed another rise in domestic production, which reached 1.26 million tons.
